Optimizing the Structure of Talent Cultivation and Improving the Efficiency of Human Resource Allocation

Building a powerful country in education, science and technology, and talent has inherent consistency and mutual support. The three must be organically combined and promoted as a whole to form a multiplier effect that promotes high-quality development. Recently, the Ministry of education and other five departments issued the reform plan for the adjustment and optimization of discipline and specialty setting of general higher education, and announced the notice on the filing and approval results of undergraduate majors in ordinary colleges and universities in 2022, and released the latest catalogue of undergraduate majors in ordinary colleges and universities. This measure will further optimize China's talent training structure, help shape a modern human resources system, and promote high-quality and full employment.

First, the adjustment of the higher education subject catalog objectively reflects the needs of high-quality economic and social development, and is an important manifestation of educational modernization. As the leader of building a powerful education country, higher education must vigorously strengthen the construction of basic disciplines, emerging disciplines, and interdisciplinary disciplines, aim at the frontiers of world science and technology and major national strategic needs to promote scientific research and innovation, and continuously improve the original innovation ability and the quality of talent training. Discipline is the core pillar of higher education and the basic platform of talent training, which determines the scale, quality and type structure of talent training, and directly affects the ability of higher education to serve the high-quality development of economy and society. Therefore, the adjustment of the discipline catalogue must be based on a systematic analysis of the development trend and gap of talents in various aspects of our country, adapt to the development trend of science and technology, focus on the major strategic needs of the country, dynamically adjust and optimize the discipline setting of higher education, train national strategic talents and urgently needed talents, and enhance the support and contribution of education to high-quality development.

The Plan proposes that by 2025, about 20% of the disciplines and specialties in colleges and universities will be optimized and adjusted, and a new batch of disciplines and specialties that adapt to new technologies, new industries, new formats, and new models will be established, and they will be eliminated. Disciplines and specialties that adapt to economic and social development, and eight tasks and measures are proposed, clearly requiring colleges and universities to strengthen discipline and specialty development plans and accelerate the construction of first-class disciplines, strengthen the construction of new engineering, new medical, new agricultural, new liberal arts and basic disciplines. According to the filing and approval results of undergraduate majors in ordinary colleges and universities announced by the Ministry of Education in 2022, 21 new majors, such as digital humanities, family education, data science, biostatistics, future robots, biomaterials, aircraft operation and maintenance engineering, medical engineering, rural governance, national park construction and management, have been added, and have been officially included in the catalogue of undergraduate majors in ordinary colleges and universities. These new majors truly reflect the current and future talent needs for high-quality economic and social development in China, and meet the new requirements of discipline construction. At the same time, colleges and universities have added 1641 undergraduate filing majors and 176 examination and approval majors, and adjusted 62 degree granting categories or years of study. Talent training based on this will also give strong support to national strategies such as developing the digital economy and promoting rural revitalization, support the modernization of education with high-quality discipline construction and serve high-quality development.
